Wedding Venue Licence vs Planning Permission: What a New Venue Actually Needs | LZM

Most operators planning a wedding venue talk about "the licence" as if it were one document. It is usually three separate approvals, issued by different authorities, and easy to apply for in the wrong order. Finding that out after signing a lease costs a season.

Three Approvals, Not One

Three layers matter. Planning permission decides whether the land can be used for events at all — the change-of-use question most operators start with. A premises licence covers activity rather than land: selling alcohol, serving hot food late at night, and regulated entertainment such as live or recorded music, dancing or films. Approval to host the legal ceremony is a third licence, issued by the registration authority rather than the planning or licensing team, usually for a fixed term of about three years.

A one-off or short-run event can often use a temporary event notice instead of a full premises licence, but attendance, hours and the number of notices per year are capped. Confirm the local limits before building a business model on it.

Which Venue Type Can Hold Which Licence

  • Permanent hall or purpose-built venue — normally all three approvals, subject to a fire risk assessment, public liability insurance, accessibility and dimensioned floor plans.
  • Hotel or resort ballroom — often already licensed; you may only need to add a room, extend permitted hours or vary the operating schedule.
  • Marquee or tent — a premises licence for alcohol and entertainment is obtainable where the land permission is right, but it tends to be seasonal and event-based; approval for legal ceremonies is generally unavailable, as it usually requires a permanently immovable structure.
  • Modular building — classification often depends on whether it is fixed to foundations.
  • Movable or expandable structure — some frameworks define "premises" broadly enough to include a vehicle or movable structure, so alcohol and entertainment can be licensed; the legal ceremony normally still has to happen in an approved fixed venue.

Four questions decide your path: reception use only or ceremony too, owned land or a long lease, expected events per year, and whose name goes on the licence. Approval timelines commonly run from several weeks to a few months, with a public objection period, so set your opening date backwards from that.

Where a Movable Venue Fits

One option is an expandable event trailer: hydraulic dual-side expansion that two people fully open in around 30 minutes, 96–235 m² of floor area, interior height of approximately 3.8 m and above, 50 mm polyurethane insulated wall and roof panels, and B2 fire-retardant interior materials. For operators who need reception space without a construction programme, a mobile reception hall can be redeployed between sites.

Two points deserve early attention. Occupancy limits set by a licensing authority follow exits, fire assessment and layout — that approved figure is not the supplier's maximum floor area, a comfortable banquet seating number, or anything printed in a brochure. Mobility also carries a licensing cost: a licence attaches to the operator and the site, so moving a unit usually means a variation or a fresh application. Wind and anchoring values are experience-based estimates — confirm them with the supplier for your site and ground conditions.

What To Collect Before You Apply

Assemble the pack early: dimensioned floor plans, a fire risk assessment, public liability insurance, structural and electrical drawings, and evidence of planning consent. A supplier can provide technical and material documentation for that file, but cannot apply on your behalf, hold the licence, or guarantee an outcome. Rules differ by market and authority — confirm them with the destination authority before committing to a site or an order.
